STRESZCZENIE

Kontrola stała się narzędziem polityki społecznej w tym sensie, że konstytuujące ją procedury pełnią funkcje przypisane im w ramach tejże polityki. Skupiając się na jednej z tych procedur – wizytach kontrolnych w domu świadczeniobiorców dochodu minimalnego – artykuł analizuje specyficzną formę przesłuchań administracyjnych. Opisując ich właściwości, przebieg oraz różne sposoby ich praktykowania, artykuł stara się pokazać, na czym współcześnie polega polityka publiczna wobec beneficjentów pomocy społecznej. Przymus wywierany przez instytucję kontrastuje z niepewnością sytuacji życiowej kontrolowanych, nieprzewidywalnością kontroli i reguł, które ostatecznie zostaną zastosowane. Paradoks kontroli dokonywanej w imię poszanowania reguł, a zdominowanej przez niepewność i dyskrecjonalność szeregowych urzędników, pozwala dostrzec, jak funkcjonuje zarządzanie biednymi. Zasadza się ono na połączeniu wielu zindywidualizowanych relacji, mniej lub bardziej skoordynowanych, wpisujących się jednak w pewną strukturalną logikę. W jej ramach przymus ekonomiczny poszukiwania pracy łączy się z moralną koncepcją zmiany habitusu ludzi niedostosowanych do wymogów rynku pracy i/lub instytucji pomocowych.

ABSTRACT

Control has become an instrument of social policy, to the extent that the procedures that define it are in turn playing a role in meeting the objectives that they serve. By focusing on one of these procedures (home visits to beneficiaries of social safety nets), this article analyzes a specific form of bureaucratic interrogation. By describing its characteristics, its modalities and its uses, it seeks to clarify the contemporary institutional treatment of socially assisted persons. The constraining force of the institution and of its rules is combined with uncertainty regarding the situation of the controlled population, the modalities of the control itself, and the rules mobilized in its exercise. The paradox of a control justified by stable legal rules, yet plagued by uncertainty and the discretionary power of its rank-and-file officers, reveals a broader framework for the governance of the poor. It is built upon the combination of multiple individualized relationships that are more or less coordinated but nonetheless rooted in a structural logic, where the economic injunction to find a job overlaps with a moral project aiming at redressing the habituses that do not conform with the requirements of the labor market and/or with those of the assisting institution.
